Someone recently decried my future as an SEO, claiming that SEO was already dead. I denied my agreement, asking him just how many websites could be fit on the first page of the search results? And more specifically, how many fit in the top three on the first page?
Until Google solves this problem, (and who knows? they might!) someone's website will always be first. And there will always be a way to influence how business websites rank. My personal feeling is that deceiving Google is dead, or just about so anyway. Over the past dozen years SEO has evolved from deceptive keyword stuffing to finding the best ways to project clear and honest messaging.
But SEO as a technical skill, is still required for any successful website to beat the competition despite Yoast and his fabulous SEO software for WordPress.

I cannot say that I know where the line is between links and citations. The broad stroke is that a citation is a link to your website from a 'directory' which also contains contact information. While a 'link' is a place in an article, tangentially about your field, that links to your website. Usually understood as a recommendation by the author.
Also in theory, is that citations are usually created by the company about itself; while a link is a separate entity suggesting that you follow the link to your website. These latter links are expected to appear without any urging from you.
Directory links and article links mean different things to us as web surfers and it surely safe to assume that Google tries to make some differentiation as well. The problem for me is that a.) Real directory citations, while doable, are not easy so they should mean something significant. And b.) I encourage article writers to link to me or other content all the time, so they certainly do not always just appear organically.
Practice is demonstrating that Google does not place near as much weight on directory links as they do for in-article links. I don't write algorithms so I can't really offer a suggestion of improvement, but like so many things about the internet, things will surely change soon.
Honestly, directory links really has become a tedious, never ending chore. Most will almost certainly never bring any human attention to my business, so why should pursuing more be of ANY value then? Shouldn't a dozen or two fulfill any conceivable job that a directory link can do? But I do it because my competition does it (much more prolifically I confess).
You may remember how links from social media sites counted in your website's ranking. Sweet and easy links. But that soon become meaningless and I guess that directory links will soon get devalued as well. In practice my view is that a dozen appropriate and large directories ought to have about as much value as a thousand. But a dozen properly filled directory listings really ought to be worth a very large amount!
